DeepL says this is uniform owners (Tank shirt) and those who have made outstanding contributions. I didn’t see any description of what qualified as outstanding.

I donated 1,000 yen during 2020. I’m assuming that isn’t “outstanding” since I didn’t get the email. I couldn’t find myself in the registry, possibly because I didn’t supply my name when donating but I have the receipt. I don’t want to apply to the lottery if I’m not eligible.

Regardless of the current criteria, a donation of 1,000 yen in 2020 may qualify.
